Job Summary

The Deputy Programme Director is responsible for supporting the Director in the delivery of the Trinidad and Tobago Diamond Standard Programme throughout the Public Sector. The incumbent’s responsibilities involves leading, planning, organising, coordinating and evaluating the activities of the professional and administrative officers engaged in the design, implementation and monitoring of continuous improvements in service delivery in the Public Sector. The Division’s activities must be performed in a manner that reflects productive and positive leadership and, the exercise of initiative within the framework of established policies and procedures of the Public Service.

Key Duties and Responsibilities

Provides management to client agencies who are seeking Certification with technical support and guidance in the development and implementation of Service Charters and Service Improvement Plans;

Conduct on-site informal assessments, analyze the responses and observations and provide timely feedback and improvement action plans to the agencies;

Supervises the verification and investigation of complex external stakeholders feedback as it relates to the implementation of the Service Charters;

Collaborates with trainers/vendors to effective facilitate the training of the Assessors responsible for providing feedback on the certification process;

Develop and implement process that will support quality delivery and feedback as it relates to the management of on-site visits, interviews and reports facilitated by Managers;

Engages with the external auditors to effectively manage the external Audit process;

Proactively manage the procedures associated with the certification process;

Coordinates all aspects of the Diamond Award Certification ceremonies e.g.: manage budgets and negotiate prices, liaise between the client agencies and vendors; speech writers, protocol officers, etc.;

Develops a mechanism that will allow for the preparation and submission of bi-monthly monitoring and evaluation reports as it relates to the agencies which have been certified;

Ensure that all hardcopy and soft copy databases are updated on a bi-weekly basis and that requests for reports can be addressed within a minimum one working day;

Proactively contribute to establishing and maintaining alliances across the public sector by preparing, developing and facilitating workshops and presentations;

Represents the Ministry and the Division in meetings across the Public Sector particularly when it is related to the execution of the Division’s vision, goals and strategies; and

Engages in any other activities and projects that support the work of the Division and the Ministry.

Minimum Qualifications and Experience

BSc in Social Sciences / Humanities / Management / Science & Technology/Customer Service Manager or related discipline

A minimum of seven (7) years progressive professional experience where at least three (3) years of those years were at Middle Management level;

Working knowledge of project management as evidenced by at least three (3) years of practical experience in the implementation of projects

Certification and/or formal training in Project Management will be an asset.

Required Competencies, Skills and Abilities

Proven ability to manage budgets;

Excellent communications skills particularly in the areas of negotiations, influencing, performance management, and the presentation of information to varying audiences;

Proven ability to review and recommend for implementation changes to processes and procedures;

Excellent research, analytical and report writing skills;

Sound decision making skills so as to make and influence informed recommendations within approved policy frameworks;

Proven ability to establish and maintain effective and trusting working relationships with employees, vendors and customers within GORTT;

Proven ability to set realistic deadlines, monitor, evaluate and implement corrective action as it relates to targets and individual performance;

Proven ability to team and collaborate with cross disciplined teams;
o Proven ability to observe and maintain confidentiality, diplomacy and a high level of professionalism in the performance of duties;

Computer literacy specifically in Microsoft Office Suite of tools inclusive of Microsoft Project and other Project Implementation and tracking software.
