Deputy Human Resources Manager

The BVI Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of Deputy Human Resources Manager.  The Deputy Human Resources Manager is responsible for, assisting in planning, organizing, and directing the activities of the Human Resources Department. The Deputy Human Resources Manager provides comprehensive assistance in developing, implementing and monitoring policies/procedures in all human resources-related matters.   Provides the Human Resources Manager (HRM) with recommendations on human resources-related issues. Provides advice to Unit Heads and employees on human resource matters and investigates grievances reported.

 

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

  1. Assists with the coordination of daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  2. Performs highly complex and confidential work.  Analyzes a variety of human resources problems and makes sound policy and procedural recommendations in keeping with the BVI Health Services Authority Act, BVI Labour Code, the Authority’s Employee Handbook and Code of Conduct, and all other applicable laws, rules and regulations in the British Virgin Islands.
  3. Assists in day to day operations, administration and provides monthly departmental reports as needed
  4. Assists the planning, scheduling, and coordination of department activities; researches, revises and develops policies, procedures and priorities to meet established goals and ensure organizational compliance.
  5. Assists with the development, implementation and maintenance of strategic, fiscal and service improvement plans for the Human Resources department.
  6. Manages the retirement process and serves as a liaison to the Government’s HR Department’s representatives.
  7. Assists with providing technical guidance, coaching, consultation, information, and assistance to supervisors, department heads, and employees regarding human resources policies, practices, procedures, programmes, and employee relations issues.
  8. Assists the Human Resources Manager in handling of grievances, and proposed disciplinary action in keeping with the Authority’s Code of Conduct, BVI Labour Code and other relevant regulations.
  9. Fosters positive employee relations and employee morale on an organizational wide basis.
  10. Recommends and provides for the implementation of a variety of employee engagement programmes.
  11. Represents the Human Resources Department as needed, at conferences and meetings and serves as a designee during the absence of the HRM.
  12. Provide technical support to the Human Resources Manager as needed.
  13. Provide assistance in the resolution of Human Resources related matters.
  14. Answers routine queries on matters relating to employment, policies and procedures and other services provided by the Human Resources Department.
  15. Assist the Human Resources Manager in the preparation of the Human Resources Department monthly reports, annual report and annual budget report.
  16. Performs any other related duties, which may be assigned from time to time by the Human Resources Manager.

Minimum Requirements:

 

Education & Experience

v  Bachelor’s Degree in Human Resources Management, Industrial/Organizational Psychology or related discipline with five (5) years supervisory experience in Human Resources Management or

v  Associate Degree in Human Resources Management, Industrial/Organizational Psychology or related discipline with seven (7) years supervisory experience in Human Resource Management.

v  Master’s Degree in Human Resources preferred with at least five (5) years in the healthcare industry a plus.

v Working knowledge of employment legislation.  Handles personnel information discretely and confidentially.  Understands and respects sensitive nature of information and manages this responsibility with great care.

v Good organizational skills, including the ability to set priorities, strength in multiple tasks, organize time for projects in a fast-paced, deadline driven and dynamic environment.

v Demonstrates proficiency in the use of relevant computer software applications such as MSWord, MS Excel, MS PowerPoint and MS Publisher.

v Ability to be proactive in matters relating to all aspects of human resources.

v Ability to establish and maintain effective working relationships with employees, department heads, external organizations and the general public.

SALARY:  Commensurate with qualifications and experience.
