JOB SUMMARY
The Deputy Director, Care, Legal and Regulatory Services is responsible for providing leadership and direction to the Authority in the provision of child care services. The incumbent secures and sustains the necessary changes in culture and practice that are required to ensure that services continuously improve and are organized around the needs of service users and caregivers. The Deputy Director provides oversight, management, policy support and programme planning in securing the welfare of the nation’s children.
A critical area of functioning will be the continuous review and improvement of processes for Emergency response, investigation, reception, assessment and placement of children in Community Residences, Foster Care, Adoptive arrangements and in the Juvenile Justice system; inclusive of synergizing the relationships with the courts to ensure that placements are optimized.
KEY RESPONSIBILITIES AND DUTIES
i. Leads the development and implementation of the care, legal and regulatory framework, structures, systems, policies, programmes and protocols needed to enable the achievement of the Authority’s mandate, vision and strategic goals.
ii. Develops and implements a strategic framework that enables the delivery of the core services of the Children’s Authority to the vulnerable and at risk children.
iii. Develops and maintains project processes and best practices in the Authority’s operational activities that ensure a sustainable and high-quality delivery of our care services to our customers.
iv. Oversees the planning, organizing, and controlling of innovative programme activities from the conceptual stages to the final stages of programme service delivery.
v. Oversees the development and implementation of relevant plans and programmes geared towards the achievement of departmental goals and objectives.
vi. Works closely with the Deputy Director, Corporate Services to ensure that the programmes and services created adhere to the Authority’s quality standards and are responsive to customers’ needs and environmental changes.
vii. Acts as a professional adviser, and presents regular reports, to the Director and the Board of Management on the operational activities of the Care, Legal and Regulatory Services Department.
viii. Builds, maintains and develops effective relationships with key stakeholders, including government entities, non-governmental agencies, voluntary and community sector organizations, courts, schools and service users, in order to establish and maintain successful partnership arrangements that are critical to the delivery of the Authority’s plans, programmes and services.
ix. Oversees the development and conduct of training programmes for stakeholders, under the purview of the Department of Care, Legal and Regulatory Services, to ensure that they have the knowledge and tools to provide excellent services to their clients.
x. Supervises, coaches and mentors managers, and indirectly the staff, of the Care, Legal and Regulatory Services Department, including scheduled performance reviews and implementation of personal improvement plans.
xi. Fosters an environment of teamwork and unity of purpose among the managers and staff of the various sections within the Department of Care, Legal and Regulatory Services, and between the Department and the Department and Sections of Care, Legal and Regulatory Services.
xii. Represents the Authority in an official capacity, as required.
