Principle Responsibilities: | To deputise for the Commissioner and to perform the role of Service Discipline Officer. |
Responsible For: | Currently the Deputy Commissioner has line management responsibility for the Corporate Services Directorate, including the Finance, Information Management Services and Human Resources Departments. The Deputy Commissioner is also responsible for the investigation of complaints made against police officers. The Commissioner, in conjunction with the postholder, will determine the portfolio ownership and responsibilities of the individual Deputy Commissioner to meet the organisational needs. Such responsibilities may include strategic coordination and delivery of transformational change with the Bermuda Police Service and to coordinate the activities of the Senior Command Team. |
Job Purpose: | (1) To assist the Commissioner with the efficient and effective strategic and operational leadership of the Bermuda Police Service as directed by statute, Regulations and those Standing Instructions of the Service that relate to the proper discharge of its duties. (2) To give professional advice to the Police Complaints Authority, on behalf of the Commissioner, in respect of matters that fall within the purview of the Authority. (3) To assist in the general operational and organisational efficiency of the Service. (4) To assist in the drive and delivery of transformational leadership within the Service. |
Key Activities: | (1) Develop policies to facilitate the management of the Service and delivery of operational policing objectives. (2) Monitor and review organisational performance and identify areas for improvement. (3) Promote and develop quality service delivery. (4) Lead the development, implementation, monitoring and review of change programmes. (5) Create effective working relationships with the Police Complaints Authority. (6) Obtain and analyse relevant information in order to take decisions which are critical to the performance of the Service. (7) Assist the Commissioner to determine and implement media strategies during major and critical incidents and other matters of national importance. (8) Provide advice, guidance, and feedback to senior staff to build confidence and improve effectiveness within existing roles and to acquire the knowledge and skills necessary for personal development. (9) Monitor the completion of performance reviews to ensure that they are fair, balanced, timely and have been carried out in compliance with policy. (10) Develop management teams and improve their effectiveness. (11) Promote equality, diversity and Human Rights in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly and contributing to equality of opportunity. (12) Work cooperatively with team members and colleagues, contributing positively and constructively to the achievement of Service objectives and operational priorities. |
Applicants must be serving members of the Bermuda Police Service, at the rank of Superintendent or higher. Alternatively, serving members of other police forces may apply if they are:
(a) A Bermudian or spouse of a Bermudian with permission to work in Bermuda, and
(b) Serving at the rank of Superintendent (or equivalent) or higher.
Applicants must have successfully completed a Strategic Command Course at the College of Policing in the UK, or an internationally recognised equivalent course. A minimum of four years’ experience performing at the senior command level is required. Education to a degree level, while not a formal requirement, is likely to offer the candidate a significant advantage.
