DIRECTOR, ARTS DEVELOPMENT AND TRAINING (LEVEL 6)

Job Summary:

Reporting to the Executive Director, the Director, Arts Development & Training: provides dynamic leadership for a team of middle and junior managers who are responsible for providing specialist and technical inputs; gives management direction in the preparation and the presentation of a cultural development programme, the showcasing of local talents in the Festival of the Visual, Literary, Culinary and Performing Arts, in the Annual Independence Celebrations; participates in the development and evaluation of strategic plans for the Division; directs the development and maintenance of a national database on the visual, literary, culinary and performing artistes and cultural events; assists with and encourage capacity development programmes for staff of the Commission. Establishes and manages training programmes towards the accomplishment of the organization’s mandate and strategic objectives. 

The Director will have responsibility for:

  • Collaborating with the Ministry of Education in order to influence the inclusion and promotion of culture in education throughout the education system;
  • Developing networks that will facilitate cooperation between the different institutions and entities to ensure the effective delivery of development activities;
  • Ensuring the development and implementation of programmes to address areas of need within the subject areas of the Visual and Performing Arts;
  • Compiling the annual National Cultural Calendar for the Commission;
  • Directing a team of managers in the development and implementation of training and development programmes in the performing and visual arts, staging of cultural events and the development of cultural industries;
  • Ensuring the preparation of project proposals on cultural development initiatives for funding from the private sector and international agencies;
  •  Participating in policy dialogue regarding interventions that will enhance the performance of the Commission specifically and other cultural organizations in general;
  • Reviewing and continually seeking to upgrade the programmes and projects to enhance overall professionalism in their delivery, as well as to provide fresh approaches through innovation and change;
  • Developing and maintaining international and national linkages to promote the Commission and foster mutually beneficial partnerships in the establishment of cultural industries;
  • Manages and appraises the performance of the members of the Arts Development and Training Division.

Specific Knowledge, Qualification and Experience 

  • A Post-Graduate Degree in Programme/Cultural Management, Public Administration, Management, Education, or related field;
  • Experience in a cultural or entertainment environment;
  • Training in Project proposal preparation and strategic planning;
  • A minimum of five (5) years experience in a senior management position in the public or private sector;
  • Demonstrated experience in achieving significant organisational change and improvements.

  • Excellent relationship management skills with a record of success in effective delivery of initiatives
  • Ability to work collaboratively with a wide range of persons
  • Excellent organizational and strong leadership skills

  • Computer literate – EXCEL, WORD, WINDPROJ, POWERPOINT
  • Excellent knowledge of government accounting policies and procedures
  • Good knowledge of corporate planning and budgeting
  • Ability to manage human resources
  • Excellent knowledge of government procurement procedures
  • Excellent oral and written communications skills
  • Good knowledge of information technology and the scope it offers for supporting management and operations;
  • An ability to manage limited resources in order to achieve challenging output targets;
