Job Summary
To provide advice to management at different levels within the organisation as it relates to terms and conditions of employment , and the interpretation of collective agreement clauses and relevant labor Legislation.
To manage the sub-units and guide preparation of Annual Plans inclusive of the department’s budget.
To coordinate and execute an HR Strategy as approved by the Board of Directors and directed by the CEO.
To coordinate the preparation/ update of the Employee Manuals, Policies and Key Performance Indicators.
Key Duties and Responsibilities
1. Develops, implements, maintains and reviews all Human Resource policies procedures and practices consistent with the collective agreement and applicable labor Legislation.
2. Performs competitive analysis of the company’s remuneration policies and oversees the compensation surveys when required.
3. Design and oversee a comprehensive Employee Training Framework including but not limited to Leadership Development , Succession Planning and Emotional Intelligence.
4. Ensure Job Evaluation exercises are completed on a timely basis and continuously reviews the Performance Management Systems.
5. Recommends to the Board of Directors and Chief Executive Officer, adjustments to the established and/or appropriate salary ranges and structures.
6. Oversees the Management of the Benefits Administration Portfolio inclusive of the Health Plan.
7. Ensures that Job Description, Specifications and Standards of Performance are prepared /updated for all job as required.
8. Reviews the performance appraisal system on a periodic basis.
9. Ensures that recruitment, selection and orientation programmes are designed, developed and implemented in accordance with established policies and procedures.
10. Guides the development of the Bank’s annual training programmes.
11. Ensures employees are in alignment with the policies and procedures of the Bank and provides advice on disciplinary matters as required in keeping with the procedures as outlined in the collective agreement.
12. Lead the Bank’s negotiation team during the collective bargaining process.
13. Assists in ensuring that the Human Resource element of the bank contributes towards establishing a positive image of the bank.
14. Ensure that the Bank’s Human Resource Software (HRP 5) is utilized effectively so as to provide accurate up to date data as regards to staff members.
15. Liaise with external consultants on Human Resource/ Industrial Relations matters.
16. Any other duties as assigned by the CEO
Minimum Qualifications and Experience
A First Degree in a Social Science and Post Graduate Qualifications in Human Resource Management.
Other Professional or specialized training and/or exposure to areas of Modern Human Resource Management; Industrial Relations; Organizational Behavior and Mediation.
At least Six (6) years experience in Human Resource Management and Industrial Relations principles and practices in a unionized environment
Experience in Public Sector Management would be an asset.
Required Competencies, Skills and Abilities
Strong Communication skills.
Negotiation Strategies and Skills.
Proficient in Microsoft Office with knowledge of HRP 5 .
