Applications are invited from suitably qualified persons for engagement on a short term consultancy, for a period of forty (40) work days (spread over three (3) months), in the HIV/AIDS Co-ordinating Unit in the Ministry of Health.

Consultancy

 

To provide a baseline assessment and GAP analysis of five regional reference laboratories, three vertical laboratories and the main processing laboratories of two of the country’s largest private laboratory networks in order to:

 

(1)   Inform the national Laboratory Strategic Plan as the reference to expand the final plan for the enhanced development of the national strategic network plan.

 

(2)   To provide a road map to accreditation of the aforementioned laboratories as per national and international standards for laboratories.

 

Duties and Responsibilities

 

  • Review the CDC/AFENET GAP Analysis tool used in the reference lab analysis and adapt this tool for use in the aforementioned laboratories.

 

  • Conduct GAP analyses at the major aforementioned laboratories within a two month period.

 

  • Compile GAP analysis reports for each laboratory as well as overall reports for the entire network of labs assessed.

 

  • Facilitate sharing GAP analysis reports with the CDC/AFENET consultant to inform the national strategic plan.

 

  • Assist the Ministry in developing a plan to achieve lab accreditation, based on the approach to laboratory accreditation.

 

  • Provide mentorship and monitoring of this process; the time line of which is to be in keeping with the timeline for the accreditation of the National Public Health Laboratory.

Minimum Qualification, Education and Experience

 

  • Advanced academic qualifications in medical laboratory services.

 

  • At least five years experience working in a laboratory environment, preferably in reference lab settings and in accreditation activities.

 

  • Knowledge of ISO 15189 standards and the Trinidad and Tobago national accreditation process.

 

  • Experience with laboratory assessments.

 

 

Knowledge, Skills and Abilities

 

  • Good oral and written communication skills.
