1. Background and Context
In addition to the data UNICEF ECA Office already collects for local use and to input in the global database (CRING, immunization report, APR/mortality, etc.), UNICEF ECA Office also needs to gather baseline data for its new Strategic Plan and emergency preparedness (Early Warning Early Action).
An emergency simulation exercise conducted in October 2013 helped UNICEF ECA office identify the data needed to support stronger emergency preparedness and response work.
Working in a multi-country context, UNICEF ECA Office faces the challenge of having to gather these data in 12 countries and territories in a context where some of these data may not be readily available with the required disaggregation level and other may simply not be collected.
In order to increase national capacity for emergency preparedness and response with a stronger focus on children and gender issues, UNICEF ECA intends to use the services of a consultant for a 4-month period.
2. Objectives of the Consultancy
The objectives of the consultancy are therefore to:
1- Create a database to support child-focused and gender-sensitive emergency preparedness and response for all 12 countries and territories.
2- Produce flash drives with key data and maps for each of the 12 country and territory.
3. Major Duties and Responsibilities / Scope of Work
To achieve these objectives, it is anticipated that the consultant will undertake the following activities:

6. Qualifications
a. Education: Advanced university degree in Social sciences with a very strong skills in data analysis
b. Experience:
- Minimum of 3 years of years progressive work experience in data analysis and management
- Experience in working on social data (analysis, database, etc.) and emergency preparedness and response is a strong asset
- Good knowledge and practical experience in using data software and working on maps
- Experience with the UN System can be an advantage.
c. Languages: Fluency in English is required

5 Jan. 2015 to 4 May 2015 (4 months)
8. Official Travel / Work Arrangement
The consultant is expected to work from home and come to UNICEF office on a regular basis. No travel is required.
9. Payment schedule
Payment will be based on receipt of completed deliverables listed under (4.) above
10. Conditions of Service
Prior to commencing the contract, the following conditions must be met:
A Corporate Entity will be required to submit samples of previous relevant work, a Certificate of Incorporation for the Company as well as a profile of the individual(s) who would be undertaking the assignment.
An Individual Consultant will be required to submit samples of previous relevant work, a statement of good health, accompanied by a recent Medical Certificate which indicates that the Consultant is fit for work and travel. In addition, the Consultant is required to certify in the Health Statement that he/she is covered by medical/health insurance. The statement includes confirmation that he/she has been informed of any inoculation required for the country or countries to which travel is authorized. He/she takes full responsibility for the accuracy of the statement.
11. Recourse
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.
12. Property Rights
UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with UNICEF.
