Summary: Responsible for the manage and direct clinical and management activities in the Clinical Department in accordance with policies, procedures, and standards established by the organization and the client (the Ministry of Health). Is jointly accountable for the daily operations and oversight of EMS practice and patient care delivery. Works with other organization functions, in maintaining continuity and quality of patient care.

POSITION OPEN ONLY TO NATIONALS OF TRINIDAD AND TOBAGO AND TO THOSE ALREADY IN POSSESSION TO WORK IN THE COUNTRY AND PRESENTLY LIVING IN TRINIDAD.

 Essential Duties and Responsibilities:   

  • Provide clinical leadership for Advanced and Basic Life Support Emergency Medical Service practice.
  • Coordinate EMS efforts to ensure that efficient patient care is being provided and that quality standards are met.
  • Familiarity with patient treatment protocol development and delegated practice.
  • Serve as a clinical resource for field and management personnel.
  • Assist in the creation/revision of medical policy.
  • Oversee the formulation, revision, implementation, and evaluation of policies and procedures.
  • Oversee and evaluate the clinical performance of EMS staff
  • Conduct clinical call reviews and investigations.
  • Participate in the screening and interview process of EMS personnel.
  • Oversee the operations of the Clinical Department.
  • Provide performance feedback, mentoring to EMS and clinical staff.
  • Review patient and staff data to measure the effect and quality of patient care.
  • Collaborate with management, disciplinary committees and other stakeholders in order to develop, implement and evaluate programs and services.
  • Develop an orientation program and coordinate a system of  Continuing Medical Education to meet personal credentialing requirements
  • Develop education process to include course objectives, examinations and manuals for use as lesson plans.
  • Create new platforms to facilitate knowledge transfer, and continuing education of EMS staff.
  • Identify, develop, implement and maintain quality improvement (QI) programs.  In order to assure clinical excellence, programs should include, but are not limited to proactive and retrospective elements of QI concerning clinical call reviews, chart reviews, and trend analysis for both individual and group clinical performance.  Such programs should drive the continuing education (CE) process and related coursed offered to field personnel.
  • Actively participate in and/or develop a process for the evaluation and/or selection of equipment.
  • Oversee the requisitioning, acquisition and monitoring of medical supplies.
  • Conduct clinical quality assurance investigations immediately upon receiving information regarding a possible protocol or standard of care violation. In most cases, investigation should be completed within 72 hours of initial report.  Document findings in writing.  Provide timely briefings to Director of Operations on incidents and investigations, as appropriate.
  • Ensures compliance with standards, laws and regulations as directed by regulatory and accrediting organizations.
  • Responsible for tracking and maintenance of employee certifications and other relevant records in a database. 
  • Provide organizational clinical performance reports.
  • Responsible for the Field Training Officers (FTOs).  This includes, but is not limited to, leading the selection process of FTOs; the monitoring and directing of the FTO program; assisting with development of FTO guidelines and procedures; and coordinating the FTO committee.
  • Establish audit procedures and ensure that cleaned data is entered into the database in a timely fashion.
  • Review and audit completed patient care reports.
  • Track and review events in response to complaints and/or compliments relating to medical performance.Design, implement, and review utilization management plans.
  • Provide clinical support for documentation and administrative personnel.
  •  In conjunction with the Medical Director, maintain key relationships within the private and public health sector.  Oversee any clinical requirements related to contracts, agreements, or other external evaluation.
  • Other duties as assigned.

 

Minimum Qualifications

Must be a graduate of an accredited school of nursing or have a Bachelor’s Degree in a related field. 

A minimum of 3 years’ experience in a Nursing Administrator/leadership or equivalent position.

Clinical knowledge as a Registered Nurse  or related position.

Comprehensive understanding of pre-hospital emergency medicine, procedures, equipment and techniques.  Ability to interact with all members of the healthcare community. Effective oral, written and interpersonal communication skills. Experience in performing, evaluating, instructing, and coaching all aspects of the delivery of pre-hospital care. Experience creating and administering clinical education programs.
