Chief Medical Officer
The Government of Montserrat is seeking applications for Technical Assistance from suitably qualified persons for the post of Chief Medical Officer, within the Ministry of Health and Social Services.
The selected applicant as Chief Medical Officer and Senior Health Professional, will advise the Governor, the Chief Minister and Ministers of Health directly on matters relating to public health. The post holderwill lead the clinical function on island, delivering appropriate, effective and efficient secondary care services, assessing health needs. In addition the Chief Medical Officer will direct and manage the Primary Health Care services on island.
The details are outlined as follows:
The Chief Medical Officer will be responsible for:
1. Developing and maintaining a strategy for health care, appropriate to the needs of the community, which takes account of the specific risks and needs of Montserrat and which can be delivered within the available resources. The strategy will be presented to, and endorsed by, the Executive Council annually.
2. Maintaining effective professional links with relevant health organizations and individuals outside Montserrat for the purpose of referring patients, exchanging information and health staff, maintaining awareness of current best practice and securing their assistance when required
3. Advising the Governor on the Registration of Medical Practitioners and other Health Professionals to ensure that registration is based on criteria, which are soundly based and available for applicants.
4. Act as head of profession for government medical staff, advising on training
requirements, conditions of employment, and future resource needs.
5. Managing the delivery of primary care programmes and services to the community, including nursing, psychiatry, health education, dental and environmental health and be accountable to the Permanent Secretary for the delivery.
6. Ensuring that the needs of special groups such as children, pregnant women, the elderly, those with chronic non-communicable diseases, and those with physical and mental disabilities are met.

1. Masters degree in Public Health
2. A Medical degree (that can be registered in Montserrat) with appropriate qualifications in a relevant medical specialty (FRCS, MS, MPH, MRCP DM or equivalent).
3. Membership in an appropriate international public health organization, for instance American Public Health Association, or any other appropriate organization would be a distinct asset.
4. A minimum of three years experience in program development, strategic planning and operational management of community-based, primary health care programs and services.
5. Minimum of seven or more years of clinical practice, participation in a leadership role in medical staff organization activities, and through management experience within a health care delivery system. Three to five years of operational management of health care personnel and services.
6. Excellent verbal and writing skills;
7. Excellent interpersonal communications skills;
8. Proven problem solving and analytical skills;
9. Registered to practice in Montserrat
10. Listening skills to interact effectively with individuals of all backgrounds, experience and educational levels
Terms of Appointment
Appointment will be made on a contractual basis for a period of two (2) years.
Remuneration Package
The total remuneration package for this post is EC$185,240 annually, broken down as follows: -
Basic Salary: EC$84,600 (Taxable)
Allowances:
Professional: EC$54,000 per annum (taxable)
Telephone: EC$1,440 per annum (taxable)
Entertainment: EC$3,600 per annum
Travel: EC$9,600 per annum
Housing: EC$12,000 per annum (Taxable)
Market Premium: EC$20,000 per annum (Taxable)
