Reports To:                         Executive Director

 

Job Summary:                     This job requires the incumbent to lead and supervise the

Operations of compliance unit in the enforcement, administration and furtherance of the purposes of the Occupational Safety and Health Act 2004 (amended).

 

 

KEY DUTIES AND RESPONSIBILITIES:

 

  • Manages and supervises professional and administrative staff on the day to day operations of the Compliance Unit.

  • Advises on the appointment and designation of Inspectors under the Occupational Safety and Health Act, 2004 (amended).

  • Perform the duties as indicated in the Safety and Health Act, 2004 (amended)

  • Recommend appropriate training for the continued development of the agency’s inspectors.

 

  • Recommend improvement to strengthen national safety and health inspection systems, including legal regulatory, consultative, technical and training capabilities.

 

  • Provide approvals, exemptions, directives and Occupational Safety and Health (OSH) advice and guidance in accordance with the OSH Act.

  • Promote networking arrangements in the field of OSHwith key stakeholders at the local, regional and international levels.

  • Assists in the development of OSH Agency’s Strategic Plan.

  • Leads in the development of operating procedure for the Compliance Unit.

  • Performs any other related duties as required.

 

MINIMUM EXPERIENCE AND TRAINING:

 

  • Post Graduate degree in Occupational Safety and Health.
  • Five (5) years experience in handling legal issues
  • Ten (10) years experience inOSHinspection and accident Investigation
  • At least seven (7) years experience in managingOSH

 

Any other relevant combination of qualifications and experience to support the skills and knowledge required for the position.

 

 

THE SUCCESSFUL CANDIDATE MUST HAVE:

 

  • Knowledge ofOSHpractices, systems and policies of industrialized and developing countries.
  • Knowledge of the use of a range of legal instruments, in particular in preparing comments and providing guidance on national labour codes and labour policy practices.
  • Knowledge of evaluating Occupational Safety and Health policies and programmes.
  • Expert knowledge of laws and regulations relating to Occupational Safety and Health.
  • Comprehensive knowledge of internationalOSHquality management standards and certification processes such as OHSAS, ISO, and ILO OSM –ms 2001.
  • Ability to apply the principles of International Conventions to the analysis of nationalOSHlegislation as related to national policies and practices.
  • Proven competencies inOSHinvestigations and reporting.
  • Proven expertise in conflict resolution and mediation.
  • Excellent interpersonal and communication skills.
