TELECOMMUNICATIONS AUTHORITY OF T&T (TATT)
Our Client, The Telecommunications Authority of Trinidad and Tobago (the “Authority”), is currently seeking to recruit a suitable individual to fill the position of Chief Executive Officer (CEO), reporting to the Chairman and the Board of Directors. In conjunction with the Board, the CEO is responsible for leading the development of the Authority’s strategy and for overseeing the formulation and implementation of the required policies, plans, procedures, goals, and objectives of the Authority to achieve consumer benefits and long term industry growth and development. The CEO must also ensure that the Authority performs its functions as outlined in the Telecommunications Act Chap 47:31 to achieve the mandated objectives of regulating telecommunications and broadcasting.
The CEO will ensure the development of national telecommunications standards and the enforcement of and compliance with parameters of licenses, concessions and other authorisation mechanisms. The CEO is responsible for co-ordinating and identifying areas of bi-lateral co-operation between regional and international organisations to further growth and development in the telecommunications and broadcasting sectors. He/She will also ensure that the Authority meets its statutory obligations under its Tender Rules and in relation to the preparation of financial statements, budget estimates and an annual report of the organisation’s activities.
The ideal candidate will have extensive knowledge of international best practices, standards, and policies in the telecommunications regulatory sector with knowledge of and experience with the operations of the International Telecommunications Union (ITU). He/She must have knowledge of telecommunications systems, networks, and services with particular emphasis on converged platforms and technologies. Candidates must possess strong communication skills to represent the Authority and to build and maintain relationships with stakeholders including Ministries, other Governmental Authorities, and the public.
Applicants should hold a Bachelor’s Degree and a Post Graduate qualification in Economics, Finance, Law, Telecommunications, or a related field. Applicants should also have at least ten (10) years’ experience at an executive and senior managerial level within the telecommunications industry. Experience in the field of regulation will be considered an asset.
