BACKGROUND

Supported by the United States Agency for International Development (USAID), if selected, IYF will manage the Barbados and Eastern Caribbean At-Risk Youth Program to address challenges facing at-risk and marginalized youth in the region. These challenges include, but are not limited to, vulnerable backgrounds and environments, poor education, high unemployment, a fractured juvenile justice system, and increasing crime and gang violence. IYF’s program approach will build from its USAID-funded Caribbean Youth Empowerment Program and expand further to target at-risk youth by providing training and job placement services, preparing them for the world of work and promoting youth to serve as positive change agents in their communities.
JOB SUMMARY
The Chief of Party (COP) will provide strategic guidance and leadership related to the planning, management and implementation of an anticipated USAID-funded At-Risk Youth Development program the Eastern Caribbean. The COP will be responsible for providing overall leadership and management of the program in a timely, high quality manner. This includes leading the technical design of the program; overseeing program operations, staff, and partners; ensuring the provision of high quality capacity building assistance; ensuring proper oversight of IYF personnel, financial management and administration; and coordinating with other stakeholders in the region to ensure that IYF leverages effective resources in implementing the project initiatives. S/he will also be responsible for establishing strong relationships with partner organizations and serve as the liaison with USAID.
The COP will be a full time position based in the region (exact location TBD) and will travel regionally around 40% of the time. S/he will be responsible for overseeing overall program implementation on a full-time basis. S/he will be directly responsible for the program staff, including the Deputy Chief of Party, Country Managers, Finance Director, and Monitoring and Evaluation Director. The COP will report to IYF’s Latin America and Caribbean Program Director, based in Baltimore, MD, USA. Hiring for this position will be contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.

This position will report to the Latin America and Caribbean Program Director based in the IYF offices in Baltimore, MD.

This position will be based in the Eastern Caribbean (exact location TBD) and will require a moderate amount of travel throughout the region.
