The Government of Montserrat is inviting applications from suitably qualified persons for the post of Contract Management Officer, within the Ministry of Communication, Works, Labour and Energy (MCWLE)

JOB PURPOSE

The Contract Management Officer is responsible for supporting the Port Development Project in Montserrat from the detailed design phase through to construction and commissioning. The role will work closely with the project coordinator and the main contractor to ensure that the project is delivered on time, within budget, to the required quality standards, and the satisfaction of project partners and funders (including the Government of Montserrat, UK Caribbean Infrastructure Partnership Fund, the Caribbean Development Bank, the European Union) 

The role-holder will be the main contract management resource on the Port Project team, and – working together with the Government of Montserrat’s procurement and legal departments – will play a critical role in providing strategic and day-to-day commercial/contract management support. 

 

KEY RESPONSIBILITIES

  • Develop, implement, and manage contract management processes and procedures for the Port Development Project.
  • Support the project coordinator in negotiating and drafting contracts with suppliers, contractors, and consultants.
  • Monitor and manage the performance of contractors and suppliers, ensuring that they are delivering the project in accordance with the contract terms.
  • Facilitate effective communication between the project team, contractors, suppliers, and consulting engineers.
  • Ensure that all contracts are executed in accordance with the project procurement plan.
  • Manage the change control process, ensuring that all changes to relevant project contracts/agreements are documented, approved, and communicated effectively.
  • Support the claims and disputes resolution process, working with the project coordinator, consulting engineers, and legal team to resolve any issues that arise.
  • Proactively identify, and manage contract risk 
  • Act as the focal point for supply chain engagement for the Project 
  • Maintain accurate records of all contracts, including contract status, contract documents, and performance metrics.
  • Prepare contract performance reports for all GoM contracts related to the Port Project, and distribute them to the relevant stakeholders.
  • Support the project coordinator in managing the project budget and ensuring that the project is delivered within budget.
  • Support engagement with funding partners (e.g. CDB, UKCIF) and other agencies on matters related to contract management
  • Work closely with the Government of Montserrat’s Procurement Unit and Programme Management Office, and support improvements in project procurement and contract management, including capacity building. 

 

PERSONNEL SPECIFICATIONS

The applicant should possess:-

  • Bachelor’s degree in construction management, contract management, engineering, or a related field.
  • At least 5 years of experience in contract management (demonstrable experience of the FIDIC form of contract would be a significant asset), with a focus on construction or engineering projects.  
  • Experience in project contract administration 
  • Excellent written and verbal communication skills.
  • Strong negotiation and interpersonal skills.
  • Proficient in Microsoft Office, specifically Excel, Word and Project.
  • Knowledge of project management methodologies and practices.
  • Ability to work effectively in a fast-paced, deadline-driven environment.
  • Ability to manage multiple tasks and priorities.
  • Ability to be a self-starter, and to work effectively as part of a team.    

 

DURATION 

The term of engagement will be for a contractual period of seven (7) months, with the possibility of extension through to project completion. 

 

REMUNERATION PACKAGE

The total remuneration package is EC $140,000.00 per annum (taxable), which includes the basic salary and allowances. 

 

REPORTING AND MANAGEMENT ARRANGEMENTS 

The Contract Management Officer will report directly and be accountable to the Project Coordinator, Port Development Project.

 

The successful candidate will have a strong understanding of contract management practices and a proven track record in delivering complex construction or engineering projects.
