Reporting to the Director, Tobago Emergency Management Agency, the incumbent will be responsible for day-to-day operations   of TEMA and in particular the management, operation and maintenance of the EOC (Emergency Operation Center).

 

REPORTS TO:

Director, Tobago Emergency Management Agency

SUPERVISION GIVEN TO:

Operations, Logistics, ICT, CERT, Designated officer

 

DUTIES AND RESPONSIBILITIES:

 

 

  • Coordinates the operations of line units within the Agency
  • Ensures the implementation and periodic review of TEMA’s Emergency/Disaster Standard Operating Procedures
  • Ensures the implementation and periodic review of the Agency’s plans and manuals
  • Coordinates, implements, and assists with updating Emergency Operations Plan
  • Deputizes for the Director, TEMA
  • Assists in policy formulation consistent with THA policies and emergency management best practices
  • Treats with initial human resource matters for subordinate staff, including the processing of performance appraisal reports
  • Liaises with Emergency Support Functions (ESF) and stakeholders as it relates to field response in achieving the set goals of the Incident Action plan (IAP) during times of incidents e.g. Damage Assessment and Needs Analysis (DANA)
  •  Establishes, reviews and supervises the maintenance of a critical resource checklist
  • Coordinates and directs the planning, organization, control, and implementation of disaster/emergency management activities
  • Coordinates activities with State and private sector agencies, and civil society, to ensure the effective administration of the emergency management activities.
  • Assists with the preparation of an annual budget proposal and reviews the administration of the approved expenditure.
  • Coordinates the development and implementation of in-house training programmes for TEMA’s staff
  • Performs other related duties as may be required.

KNOWLEDGE, SKILLS AND ABILITIES:

 

 

  • Knowledge of disaster risk reduction concepts, general disaster management principles, various hazards to which the Caribbean and Trinidad and Tobago in particular are vulnerable, and local government systems.
  • Demonstrated ability to forge strong partnerships with various stakeholders including government, NGO’s, private sector, regional and international organizations, etc.

MINIMUM EXPERIENCE AND TRAINING:

 

 

·         Training as evidenced by the possession of a recognised university degree in Earth Science, Environmental Science or Physical Science; MBA would be an asset

 

·         Minimum of three (3) years’ experience in disaster management, including at least three (3) years’ management/supervisory experience
